According on this Danish article IO is being funded to develop new animation technology based on motion matching. It will not be used in HITMAN III but since 2022 they will only be using the new technology. 
Unfortunately I’m not Danish so I can’t fully translate the arcticle. With google translate it can be understood somewhat but I’d be grateful if someone could translate the main things worth mentioning.
